One model rather than two 400s — OpenAPI carries a single response per status — and code is
optional on ErrorResponse, so the plain validation body (which has no code) fits it too.

Unprocessable Entity: structurally valid report cursor failed backend decoding.
Too Many Requests: the organization has used its tier's daily request limit. No content is
returned and the request is not counted. Retry after the delay in Retry-After, which is the
time left until 00:00 UTC; upgrading the tier takes effect on the next request.
